Recommendations for the Digital Decade
WeltWert® has developed recommendations for the next phase of the EU's Digital Decade policy. For now, we address three topics: the network layer, quantum technologies, and international cooperation. We based ourselves, inter alia, on the 2024 Digital Decade assessment, the EuroStack report on EU digital strategic autonomy, the Competitiveness Compass, and the new EU Defence policy instruments (ReArm Europe, SAFE). We are also inspired by the Draghi and Letta reports and our own studies. You find the recommendations below.
Recommendations for updating the Digital Decade on Quantum
The Digital Decade and the EuroStack report call for coordinated action, increased investment, and strategic autonomy in quantum technologies and emphasize quantum technologies as a strategic enabler for Europe's digital sovereignty, highlighting investment needs, policy coordination, and infrastructure development.
Recommendations for updating the Digital Decade on international cooperation
In their sections on digital international relations, both the Digital Decade report and the EuroStack study promote enhanced relations with like-minded countries. The aim of these initiatives is to promote European capacities and capabilities in the field of digital technology and to enhance European competitiveness.
Recommendations for updating the Digital Decade on the Network Layer
The network layer consists of telecoms networks including submarine cables and satellite systems, and the core of the Internet such as domain name management and Internet protocols. The network layer is increasingly becoming the subject of concerns about resilience, economic security and strategic autonomy in wider sense.
